Project Overview
This project involves the installation of new water and wastewater lines that will connect the City of Martensville to the City of Saskatoon’s regional utility infrastructure. The Partnership will provide additional wastewater treatment capacity to support future residential and commercial growth, while delivering a long-term, sustainable, and reliable servicing solution for the community.
Construction activities will be taking place in the following areas:
- 10th Avenue South (Rock Ridge Road), near the City of Martensville’s Organics Waste Site
- The Highway 11 and railway crossing along Township Road 384
- Lutheran Road, extending east toward Highway 11
Work will primarily involve:
- Horizontal directional drilling (HDD) to install new underground water and wastewater pipelines
- Excavation of temporary drill entry and exit pits
- Backfilling and restoration of the roadway following pipeline installation
- Temporary traffic control measures, including signage, barricades, and lane accommodations as required
10th Avenue South Workzone
As part of this project, a temporary a temporary lane restriction will be in place on 10th Avenue South near the City’s Lagoon and Yard Waste Site access. Reduced speed limits and traffic signage will be in place throughout the work area. Motorists are asked to slow down, follow posted instructions, and use caution while travelling through the area.
Traffic Impacts
- Beginning the week of August 3rd, 2026, traffic on the highlighted section of 10th Avenue South (see Project Map) will be reduced to one lane of alternating traffic for approximately two months.
- Temporary traffic lights will be installed on the north and south sides of the work area to safely manage vehicle movement through the work area.
- Traffic will alternate in each direction, with each signal phase holding traffic for approximately 90 seconds.
- Another traffic light will be located at the Lagoon and Organics/Yard Waste Site access to assist vehicles entering and exiting the site.

Access to Services Maintained
- Access to the Lagoon, and Yard Waste Site will remain available throughout the project
- Please continue to follow posted signs, traffic controls, and any updated notices
Oversized Loads
- Restrictions will be in place for oversized loads during the lane closure
- If you require access for an oversized load, please contact the City in advance to discuss requirements and make necessary arrangements
Frequently Asked Questions (FAQ)
- Will this phase of the project impact current wastewater services?
- No. Existing wastewater services will continue to operate throughout the project.
- How long will construction take?
- This phase of the project is estimated to take 2 months to complete. The construction schedule is dependent on favourable weather and site conditions, and timelines may be adjusted in the event of delays. Updates will be posted on the City’s website, as well as the City’s social media accounts.
10th Avenue Workzone Map
Lutheran Road Workzone
Following completion of work on 10th Avenue South, crews will continue along Lutheran Road from 10th Avenue going east towards Highway 11. This work is expected to continue for approximately 20 weeks.
Highway 11 and Railway Crossing Workzone
Construction at Highway 11 and the railway crossing along Township Road 384 is anticipated to begin in mid-August, subject to flagging protection and final approvals. This work is expected to take approximately eight weeks to complete.
