What is the Canada Community Building Fund? (CCBF)


The Canada Community-Building Fund (CCBF) is a stable, predictable, and indexed source of funding provided upfront to provinces and territories who, in turn, flow this funding to their communities. The funding allows local communities to make strategic investments in essential infrastructure, such as roads and bridges, public transit, drinking water and wastewater infrastructure, and recreational facilities.

The renewed CCBF administrative agreements between the Government of Canada and the provinces and territories came into effect on April 1, 2024, and will be in place until March 31, 2034.

The province of Saskatchewan administers the CCBF program for municipalities in our province. Martensville’s funding allocation from 2024/25 to 2028/29 totals $3,377,790.

The City of Martensville and the CCBF

In 2024, the City of Martensville applied for and received funding approval for three projects. Detailed project information follows:

Total Project Cost - $150,000, CCBF Funding - $100,000

This project is for the engineering design of an upgrade of Centennial Drive from 3rd Street North to Baycroft Drive. The design will increase the capacity of this section of roadway by adding additional driving lanes, as well as upgrading it to an urban cross section. Currently this section of roadway relies on ditches for stormwater conveyance, and there are no sidewalks or pathways for active-modes transportation users. This design will address drainage, add active-mode transportation facilities, while balancing the safety of all transportation network users. The second component of this project is a traffic calming design for 3rd Street North. The design is needed to alleviate the increased traffic in this area due to growth in the City. The design will plan for traffic calming and integration of safety with the recreational amenities neighboring this roadway - the Martensville Aquatic Centre, Skate Park and Pump Track which all have considerable pedestrian traffic, impacting safety in that area.

Total Project Cost - $500,000; CCBF Funding - $486,469

The existing ice plant at the Sports Center in Martensville was installed in 2004, it is 21 years old. In 2024, the City purchased a new ice plant and condensers that will be installed in 2025. The new plant uses R449A in place of the R22, R22 has been discontinued and is no longer used in ice plants. The refrigerant charge will also be reduced by approximately 900lbs. The new plant will have an increase in capacity and will run more efficiently with reduced maintenance and operating costs. The new ice plant will increase the reliability of arena operations for user groups (less breakdowns and disruption to ice time).

4th Street South Paving



Total Project Cost - $75,000; CCBF Funding - $75,000

This project removed the existing granular/asphalt for the full width of 4th Street South to install a 100 mm asphalt patch. The drawing below shows the full extent of the project. This project work was the result of a failure in the roadway that required removal and patching in order to prevent further significant deterioration and before there was further damage to the sub-grade and road base.
